first_imgA Memorandum of Understanding (MoU) signed between the Portuguese Environment Ministry and the Public Works Department of Goa will help the State manage its water resources better, Portugal Environment Minister João Pedro de Matos Fernandes said on Saturday. Mr. Fernandes, who is on a Goa visit, said that the Prime Ministers of both India and Portugal had identified water and waste management as priority areas for bilateral cooperation and that the MoU was in sync with their vision. Goa’s PWD Minister Sudin Dhavalikar described the signing of the two-year long arrangement as a “significant move to work with Portugal to develop common initiatives for water supply and waste water management.” “I think that the MoU will be important for both countries. Twenty years ago Portugal, had had exactly the problems that Goa is facing today. We invested about 10 billion euros over the past 20 to 25 years, the results of which we can see now,” Mr. Fernandes said. The MoU proposes technical partnership in the areas of water supply operation and energy efficiency, resource valorisation, waste water and sewerage planning, management and technological solutions, asset management procedure and standards, energy management operational workflows, operational data and information management. As part of the MoU, the assessment of two of the biggest water treatment and supply plants at Selaulim and Opa in Goa would be undertaken, Mr. Dhavalikar also said. first_imgDays after the Andhra Pradesh Assembly passed a Bill to reserve 75% jobs for locals in industries and factories, the Maharashtra government announced on Thursday that it would pass a law to ensure 80% reservation for locals. The government is also planning to stop Goods and Services Tax (GST)-related benefits and incentives extended to the companies, if they failed to submit proof that 80% of its employees are ‘sons of the soil’ as required by rules. Industries Minister and senior Shiv Sena leader, Subhash Desai on Thursday claimed that the policy to give preference to locals in 80% jobs in industries and factories existed in the State since 1968. “After the announcement of Andhra Pradesh, questions have been raised about Maharashtra. But in reality, the policy to reserve 80% jobs for locals was declared on November 18, 1968 following an agitation led by Shiv Sena founder Balasaheb Thackeray,” said Mr Desai, adding that Maharashtra was the first to do so.He claimed that with successive improvements in the policy, the State has given 84% jobs to locals till now. “We will be bringing a special law to ensure that the said policy is more effectively applied. We have decided to strengthen the policy to ensure locals are not sidelined or facing discrimination,” he said. Among the steps being planned by the State government include blocking the input credit given on GST. “In 2018-19, the total amount of GST related incentive was ₹3,035 crore. Companies which will not follow the rule of giving 80% jobs to locals will have to lose out on these benefits,”said the minister. Mr. Desai said a district-level committee is already in place to monitor the policy to give preference to locals and at the State-level the committee is working under the Industries commissioner. “The industries will now have to fill the information online regarding the employees they have recruited. Details of contract workers will also have to be recorded online and, here too, locals will have to be given preference,” he said. Mr. Desai said that Maharashtra at present has 3,052 mega and big projects from which total employment generated is 9.69 lakh. “Of this, supervising grade and other grades have 84% and 90% locals,” he said. first_imgJust give up. AI’s got you beat. Getty Images An artificial intelligence algorithm is putting humans to shame by solving a Rubik’s Cube in just over a second. The algorithm, called DeepCubeA, was created by researchers at University of California, Irvine. The results are described in a study published Monday in Nature Machine Intelligence. The algorithm was presented with 10 billion combinations for the cube. The goal was to decode them all in 30 moves, which exceeds or is equal to human performance. DeepCubeA was then tested on 1,000 combinations and solved them all, doing so in the least number of moves around 60% of the time.Pierre Baldi, an author of the study and professor of computer science at UCI, told The BBC the algorithm “learned on its own.” He added that he believed the “AI’s form of reasoning is completely different from a human’s.”The authors also discussed their research in a paper published last June, which described a machine that could solve a Rubik’s Cube without algorithms created by human beings.They’re not the only ones who’ve looked for shortcuts to solving the complex puzzle. Last year, an MIT robotics student and a software developer built a robot that can solve a Rubik’s Cube in 0.38 seconds.
