According to the National Weather Service, the Neuse River, located just outside the base perimeter, crested at more than nine feet above flood level. … On Saturday, three Marine Corps bases in coastal North Carolina — Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and MCAS Cherry Point — issued an “all clear,” directing all personnel to return to their duty station by Sunday. The announcement warned personnel about widespread road closures throughout the region, and recommended specific routes for returning to each of the installations. first_imgThe European Union (EU) has said the atmosphere for the safe, voluntary and dignified return of those who have fled their homeland must be put in place.It also asked the Myanmar government to intensify efforts to ensure full, safe and unconditional access to Rakhine State for humanitarian assistance without delay.”The authorities in Myanmar need to take forward swiftly full implementation of the recommendations of the Advisory Commission, including citizenship for the Rohingya population,” said head of the EU delegation to the United Nations ambassador Joao Vale de Almeida.The ambassador made the call while addressing the Security Council Arria formula meeting with Kofi Annan on the Situation in Myanmar in New York on Friday. The EU envoy said those most closely involved – and the wider international community – must remain unflagging in their efforts to address this crisis and the human suffering it is inflicting.Ambassador and permanent representative to the UN Masud Bin Momen said it will be difficult to find a meaningful and lasting solution to the Rohingya crisis without involvement and monitoring by the international community especially without UN Security Council given the previous experience with Myanmar.The root cause of the problem lies with Myanmar and the solution to the crisis also lies there, he said.The Bangladesh ambassador said though the two countries agreed to form a working group to start repatriation process there are some issues that require wider discussions, according to a message received here on Saturday.The EU welcomed state counsellor Aung San Suu Kyi’s clear commitment in her 12 October speech.”The EU stands ready to support Myanmar in this endeavour,” Almeida said urging Myanmar to cooperate fully with the Human Rights Council Independent Fact-Finding Mission and to allow full, safe and unhindered access of its members to Rakhine state without delay.The ambassador said Bangladesh has responded with a great resolve to this crisis to provide essential humanitarian assistance to those displaced by this crisis.”The EU welcomes the initial discussions and commitments between Bangladesh and Myanmar, and encourages both countries to take urgent steps forward to ensure the safe and voluntary repatriation of refugees as soon as possible, in line with the recommendations of the Advisory Commission on Rakhine State.””It’s incumbent upon the international community to do everything it can to alleviate the plight of those who have fled and those who remain in Rakhine state,” Almeida said.The ambassador said the EU has responded quickly to the evolving humanitarian crisis. “We’ve provided 18 million euro for the delivery of assistance in Myanmar, of which 8 million euro in Rakhine, and 14.5 million euro in Bangladesh, with 10 million to address needs in Cox’s Bazar.”The EU will co-host a pledging conference in Geneva on 23 October in order to boost international support.It commended the work of the Advisory Commission and said the recommendations made by the Advisory Commission provide a clear blueprint for addressing the substantial security, development and human rights challenges faced in Rakhine state and for improving the lives of those who live there.The EU acknowledged the efforts that have been made to date by the government of Myanmar to support the work of the commission and to take forward the implementation of its recommendations, including through the establishment of a committee to oversee implementation.The EU observed that the unprecedented wave of refugees from Myanmar to Bangladesh has rightly galvanised international concern.”The violence and human rights violations that have driven this exodus are not acceptable and must end immediately and the protection of all civilians without discrimination, as well as the full observation of human rights law, must be assured,” said the EU envoy.The EU condemned the serious human rights violations and abuses, as well as disproportionate use of force, carried out by the security forces.It called for the perpetrators to be brought to justice in line with the rule of law. “This applies also for those involved in the attacks committed against members of the Myanmar security forces – attacks which the EU has condemned.”last_img read more

In prepared remarks Friday to a Kansas City Fed gathering in Jackson Hole, Wyo., Powell said the economy faces “significant risks” and cited several developments that have roiled financial markets in recent weeks. Those developments include new U.S. tariffs on imports from China; signs of a global slowdown, namely in the economic powerhouses Germany and China; and the growing possibility that the United Kingdom will leave the European Union without a deal.”Trade policy uncertainty seems to be playing a role in the global slowdown and in weak manufacturing and capital spending in the United States,” Powell said. He said the U.S. economy has continued to perform well, driven by consumer spending, but job creation has slowed. “Based on our assessment of the implications of these developments, we will act as appropriate to sustain the expansion,” Powell said.Last month, the Fed cut interest rates for the first time in over a decade, lowering the cost of borrowing for credit cards, auto loans and mortgages. President Trump has repeatedly pressured the Fed to lower interest rates further to boost the economy, and this week, he called for a dramatic one-percentage-point cut. According to the researchers, body image is strongly linked to overall life satisfaction and feelings about romantic relationships.“The study shows that men’s and women’s feelings about their weight and appearance play a major role in how satisfied they are with their lives overall,” said lead study author David Frederick from Chapman University in the US. The findings are consistent with the emphasis placed on the importance of being slender for women and for appearing athletic and lean for men.  “It would seem, therefore, that we still have a long way to go before we achieve the goal of being truly happy with their bodies,” Frederick added in the paper published in the journal Body Image. The team analysed more than 12,000 participants between ages 18 and 65 years and asked questions focused on personality, beliefs about romantic relationships, self-esteem, television viewing and personal characteristics. People who were dissatisfied with their weight reported substantially less satisfaction with their sex lives and lower overall self-esteem. People’s orientations towards their relationships – known as “attachment styles”–were linked to how people felt about their bodies.  Women with anxious and fearful attachment styles were dissatisfied with their appearance. Dissatisfied people had higher neuroticism, had more preoccupied and fearful attachment styles and spent more hours watching TV. “Satisfied people had higher openness, conscientious, extraversion, are more secure in attachment style and had higher self-esteem and life satisfaction,” the study noted. “People who are less confident in their appearance become more fearful that their partner will leave, which further fuels their worries about their appearance,” Frederick stated.last_img read more

first_img By: Mike Blanchfield and Stephanie Levitz Source: The Canadian Press Share Surprisingly fewer Canadians are being blocked at the U.S. land border under Trump OTTAWA — Fewer Canadians are being turned away at the U.S. land border in recent months despite mounting concerns that Donald Trump’s immigration policies are making it much harder to cross, The Canadian Press has learned.Refusals of Canadians at American land crossings dropped 8.5% between October and the end of February compared with the same five-month period a year earlier, according to U.S. government statistics.The total number of Canadian travellers denied entry also dropped: 6,875 out of 12,991,027 were refused entry, a refusal rate of 0.05 per cent.Between October 2015 and February 2016, 7,619 out of 13,173,100 Canadian travellers were denied entry to the U.S., a refusal rate of 0.06 per cent.The figures, confirmed by U.S. Customs and Border Protection, contrast with recent anecdotal reports of Canadians denied entry into the U.S., with many placing the blame on the policies of the Trump administration, including its controversial attempts to ban arrivals from several predominantly Muslim countries.A further breakdown of the border data shows a sharp drop in Canadian refusals at the U.S. border in the first two months of this year as 2,600 Canadian travellers were denied entry, compared with 3,500 for the same two-month period of 2016.But Canadian immigration and civil liberties advocates caution the numbers don’t tell the whole story.Immigration lawyer Lorne Waldman said he is fielding more calls than ever from people planning a trip to the U.S. and wanting to make sure they have the paperwork they need. first_imgThe new Qantas and Emirates extensive aviation partnership announced yesterday will see “greater opportunities” for Australia’s inbound markets, according to tourism leaders.Qantas said commencing April 2013, the agreement would see the carrier move its flights to Europe from the Kangaroo Route with British Airways and onto the Falcon Route with Emirates. Still subject to regulatory approval, the Australian flag carrier explained the agreement would give its customers the option to fly one of 98 weekly flights between Australia and Dubai as well as access to up to 70 Emirates destinations in Europe, the Middle East and Africa.The increase in air access announced by the carrier is “critical” to increasing Australia’s tourism numbers, according to Tourism, Transport and Forum (TTF) chief executive John Lee, and will likely improve travel times for travellers coming to Australia from Europe. Mr Lee added that the new partnership would also strengthen both carriers to host an “unrivalled global network” which will provide new opportunities to the Australian tourism industry. “It [the partnership] will allow both carriers to focus on the future and ensuring they can grow sustainably in the years ahead,” he said. He says that the biggest threat from Hurricane Florence could be the rain, with some coastal communities already seeing storm surges as high as 10 feet.“I think again the term life-threatening, catastrophic, flash flooding, needs to be taken seriously,” says Fugate. “The problem is it’s going to be hard to know with certainty which areas will see the heaviest rainfall. That’s why the entire region has to be prepared for this.”And as the storm continues to creep inland, it’s bringing significant rainfall, with many areas of North Carolina under a flash flood watch.“And that’s one of the harder things to forecast,” says Fugate. “We know generally, [and] we’re seeing now forecast range is 20 inches plus or more in some areas, but until that rain starts coming down it’s really hard to tell what the local impacts are going to be.”As of this afternoon, hundreds of people have been rescued from rising waters in New Bern, N.C., and that number is expected to climb.last_img read more

first_imgCampaigners have welcomed the decision of a controversial right-wing writer and free schools advocate to resign from the board of the government’s new higher education watchdog, and say he should never have been appointed.Toby Young’s resignation came just hours after disabled Tory MP Robert Halfon called on his own government to reverse its decision to appoint the journalist to the board of the Office for Students.There was shock and anger among many disabled people last week when Toby Young was appointed to the board, despite writing articles that included “insulting” and “extremist” comments about inclusive education and eugenics.There had also been outrage at years of misogynist and homophobic remarks Young had made on social media, which he has now deleted from his Twitter account.Simone Aspis, policy and campaigns coordinator for The Alliance for Inclusive Education (ALLFIE), said ALLFIE welcomed Young’s resignation.  But she said he should “never have been appointed in the first place, never mind being forced to resign, bowing to public pressure”.   She said: “Toby Young, who is against the inclusion of disabled pupils in mainstream education, should never have been appointed in the first place, especially when his views are incompatible with the government’s obligations to promote disabled people’s human rights to inclusive education under article 24 [on inclusive education] of the UN Convention on the Rights of Persons with Disabilities.”Halfon, a former education minister who now chairs the education select committee, had told fellow MPs on Monday of the “quite dark articles” in which Young had supported “progressive eugenics” and written about disabled people and working-class students*.Halfon said: “I find this incredibly dark and very dangerous stuff, and I suggest that [Jo Johnson, the universities minister] looks again at this appointment because I do not think it will give students confidence.”Hours later, Young published an article on the website of the right-wing magazine, The Spectator, in which he said his appointment had become a “distraction” from the “vital work” of the OfS and that he was standing down from its board.He insisted that he was “a passionate supporter of inclusion and helping the most disadvantaged”, but added that “some of the things I said before I got involved in education, when I was a journalistic provocateur, were either ill-judged or just plain wrong – and I unreservedly apologise”.But the resignation came after the prime minister, Theresa May, and the universities minister, Jo Johnson, had both defended his appointment and insisted that he should not be sacked.Johnson suggested to MPs that he had not seen the article on progressive eugenics, telling Halfon that he would “look carefully” at the article, but insisting that Young had “expressed his regret” and had “apologised unreservedly for comments that have been made in some cases going back to the 1980s”.He said that neither he nor the Department for Education were aware of the many offensive messages Young had posted on Twitter until after he had been appointed.Halfon had been one of two Tory select committee chairs who criticised the appointment.Dr Sarah Wollaston, chair of the health committee, told MPs on Monday that Young’s comments “do cross a line and are indicative of an underlying character”.Maria Eagle, a former Labour minister for disabled people, said it was “quite right” that he had resigned.She had told MPs before his resignation: “As a former minister for disabled people, I am appalled by some of his recently expressed views about the place of disabled people in our society.“The minister has said that many of Mr Young’s misogynistic tweets were from many years ago, but his views about disabled people are very recent indeed.“How can the minister appoint somebody who thinks so little of the contribution of disabled people to our society to such an important position? Does he not agree that it is indefensible?”A Department for Education (DfE) spokesman said: “We can confirm that Toby Young has decided to resign from the board of the Office for Students.“Everyone appointed to the board brings valuable experience which will be vital to the role of the new higher education regulator and we remain confident it will deliver for students.”But DfE has refused to comment on whether Johnson had now read the eugenics article, as the universities minister has now been appointed to a post in the Department for Transport as part of this week’s ministerial reshuffle.*Five years ago, in an article for The Spectator about plans to bring back O-levels, Young wrote of how “inclusive” was a “ghastly, politically correct” word, which meant that schools had to have “wheelchair ramps… and a Special Educational Needs Department that can cope with everything from Dyslexia to Munchausen Syndrome by Proxy”.He added: “If [Michael] Gove is serious about wanting to bring back O-levels the government will have to repeal the Equality Act because any exam that isn’t ‘accessible’ to a functionally illiterate troglodyte with a mental age of six will be judged to be ‘elitist’ and therefore forbidden by Harman’s Law.”He later added a footnote that claimed he was not opposed to including disabled people in mainstream education and suggested that critics had misunderstood him.He has also written, in another article, published in 2015, of how he is in favour of “progressive eugenics”, arguing that “it is not through changing the culture that we will be able to solve the chronic social problems besetting the advanced societies of the West, but through changing people’s genes”.He adds: “What I’m proposing is a form of eugenics that would discriminate in favour of the disadvantaged.“I’m not suggesting we improve the genetic stock of an entire race, just the least well off.“This is a kind of eugenics that should appeal to liberals – progressive eugenics.”Picture: Toby Young being interviewed on Channel 4 News in 2014last_img read more

It said its fighters had battled their way into the hotel after a suicide car bomb attack.One police officer said the gunfire had died down about an hour and a half after the explosion. Residents said the attackers were still in the hotel at 2000 GMT.
